No, this game has its own story from all previous games. However, Oblivion contains references to events, people and places from previous games. If you are running the PC version, press the ~tailed key to open the console. Write the command
player.extra b 1
This will add a master key to your inventory. If you only need too many hooks, use the player.additem command, command 10 will get 10 hooks. If you want to select dred then write for player.additem 100.
