Chilling effect,

Definition of Chilling effect:

1. Lowering of the earths surface temperature due to increased quantity of sunlight blocking particles in the upper atmosphere. Opposite of greenhouse effect.

2. A discouraging or deterring effect on the behaviour of an individual or group, especially the inhibition of the exercise of a constitutional right, such as freedom of speech, through fear of legal action.
