Definition of Bubble concept:

1. Pollution control concept that the atmosphere may be thought of as a glass bubble over a single source of air pollution. Therefore, the thinking goes, a facility may increase the amount of its emissions if another facility decreases its emissions by the matching amount. See also emissions trading.
